Here's an updated OCG. This is gonna make the text on the card TINY. Lemme know if this is any better:

 

This card can only be Special Summoned by Tributing 2 monsters on your field. This card cannot be Special Summoned from the Graveyard. When this card is Special Summoned, it is placed in your Field Spell Zone and is not treated as a Monster Card while on the field. This card is unaffected by other card effects and cannot be destroyed except by its own effect. This card is not destroyed if a Field Spell is played. When you take Battle or Effect Damage, decrease the DEF of this card by the amount inflicted instead. If this card's DEF would be reduced to 0, destroy it. If you draw a (attribute) monster during your Draw Phase, you can reveal it to your opponent to (effect of Commander).

The first line of text "This card can only be Special Summoned by" is on cards like "Gigantes" and "Garuda the Wind Spirit". Those cannot be Normal Summoned; they have to be Special Summoned by their effects. However, they can be Special Summoned from elsewhere if you met the original condition first. I decided to make the Commanders follow the same concept so that they aren't a one-time deal. They can only be Special Summoned from your hand or RFG; the would be too broken if they could be revived from the Graveyard.

 

Another reason why I made it have that Special Summon conditon is that you can use Scapegoats to get out a Commander, so you can get more bang-for-your-buck with a Scapegoat.
