Not completely true. In the Anime TV series it isn't like that. Ash used an Everstone on Pikachu back in Season 1 to stop it from evolving. I'm pretty sure most pokemon (with the possible exception of slowpoke) have the self survival instinct to dodge attacks without being told, and to counter attack afterward. He trained with Misty, Brock all the main characters hundreds of times and countless times on his own, and a lot of the time he was training Pikachu. (Teaching it Iron Tail and Volt Tackle ect.) When his friends want to train he sends out Pikachu just as much as his other Pokemon. Pikachu should be a fairly high level by now. Even if he doesn't battle tons of trainers or Wild Pokemon.
