[spoiler=The Effect] This card can only be Special Summoned by discarding 2 Spell Cards from your hand to the Graveyard. This card gains 100 ATK for each Spell Card in your Graveyard. As long as this card remains face-up, negate the activation of Spell Cards on your field. Each time a Spell Card's activation is negated, put 1 Negation Counter on this card. During the turn you removed 2 Negation Counters from this card, negate the effect of all effect cards on your opponent's field until your opponent's next Main Phase. You can use this card's effect during either player's turn. If this card is destroyed by battle, you can Special Summon it to your field by removing from play 2 Spell Cards in your Graveyard during your next Standby Phase.

I vote DevilQ8, Crystal's card was good and usually I'm a sucker for long effects, but I think Devil's card was more balanced, seeing Z. Witch can Special Summon itself as long as you have a ton of Spells.

This card cannot be destroyed the turn it was Special Summoned that way ( I'm sure you're not supposed to say "that way"). If I removed the "at the same time" it means that I can special summon it anytime during the turn as long as 2 cards are destroyed, ex: a card is destroyed at the MainPhase, then another one was destroyed at the Battle Phase = 2 cards I can Special Summon it << and this is WRONG
