It needs 2400/1000 to be a Monarch, otherwise it doesn't even follow the mold of what a Monarch is supposed to be. :S Not bad, but not really original. The pic is a recolor, the concept is unoriginal, and you could have at least changed his Attribute to something like Fairy. And there are already 2 LIGHT Monarchs in the TCG, Zaborg and Kuraz.
