Yes I believe he is weak I mean anyone can command Divermon, and its because Divermon is one of the weakest Ultimate levels I mean even Henry from Season 3 had little trouble in beating one. I couldn't say weather or not he was mutated, To be honest I am assuming he is weak because in the Digimon World games he appears early and he well at least for me seems weak. Just so you know size doesn't determine strength, for digimon size determines there amount of data that makes them up. I mean MagnaAngemon isn't even a Mega level nor is he that big but he is the most powerful Ultimate level and can defeat opponents of the Mega level Piedmon and BlackWargreymon being the best examples.
