I've been testing Shura and he's still useful at 2. However, if you're using him as a beatstick, well I'd use a Thunder King. I'd say add in another eligible Crush Card Target or maybe a Reasoning. I'm not quite sure, but you seem to be running it rather control wise, so wouldn't a Raiza or two benefit you? However, your monster space seems tight already with Crush Card Targets and so forth.
