For paint, you'll have to save the template, but first create your background picture, then choose 'paste from file' and open the template and place it on top. Then put your text on afterwards. For GIMP it's easier (once you undersand it), open the template as a layer, then you won't have the trouble of it sticking to the background image. Link to comment
