This monster looks more like a Level 7.

 

For the effect, what field are you applying this effect to? If it's the opponent, you should say something like:

 

"...and destroy 1 monster on your opponent's side of the field."

 

if your applying it to yourself:

 

"...and destroy 1 monster on your side of the field."

 

Don't copy exactly what I said because I'm no OCG master. You might want to word it differently than what I just did, just to be safe.

Yeah I guess it is alittle overpowered.. What do you suggest to balance it out alittle?

its a simple card, not very interesting and slightly overpowered. ;)

EDIT: cardmakerfoo, the effect, the way its worded, lets you select either field, not one or another. ;)

Perhaps you can balance it out by lowering the ATK and Upping the DEF.

 

ATK: 2200-2400

DEF: 2000-2200

 

Most monster cards rarely exceed 2700. If you do wish to keep your monster's ATK at 2700, the DEF is just fine.

Well honestly this effect is pretty much copied from Evil Hero Lightning Golem.. Just added the cost and I think he deserves the level 8.. IDK maybe if a few more people think 7 I'll love him

and as far as the simple effect goes.. I think it would be appropriate to have some sorta monster deystorying effect considering what it is..
