I made the image myself, Using Flash(thats a first?), And it actually turned out pretty well ^^;

 

Plus, I thought it would be funny to make it a Tuner.

 

And I dont really know if his effect would be considered "over-powered", Since I'm trying to make it accurate to the real Rotom.

Yea, It should be more like:

"Once per turn, During your Mainphase 1, You can discard 1 Spell card to take control of 1 face-up Machine-Type Monster on your Opponet's side of the field, Until the Endphase of this turn. If you activate this effect, This card cannot attack this turn."
