OCG suggestion for the first card:

Increase the ATK and DEF of all WATER monsters (on the field) by 300. If a WATER monster you control has less than 1000 ATK, it can attack your opponent directly.

 

For the second card:

This monster cannot be summoned except when "Deep Sea Channel" is face-up on the field. When this card is successfully summoned, destroy all other monsters you control. This monster cannot be destroyed by battle. While this card is face-up on your field, you cannot summon any monsters on your (side of the) field. If "Deep Sea Channel" is not face-up on the field, destroy this card.

 

I think that should be about right. Stuff that's in brackets is optional, you can keep it or leave it out.

 

And like tyler ex said, 6500 ATK is way too much. ~3500-4000 would be reasonable, given it needs a specific card to be on the field and is vulnerable to effect distruction. Though, since Deep Sea Channel gives it 300 ATK right away, maybe ~3200-3700?
