A few errors, but a nice idea (also rather underpowered for a Level 10)

 

Possible Changes:

 

It's an Ice Dragon, so change its Attribute to Water.

 

Effect: "This card gains 100 ATK for every Dragon-Type monster in either players' Graveyard."

 

Increase ATK and DEF to 3700 and 3550.

Like Zeaux said, overused pic., longer effect might be nice.

This card is ridiculus... it's too strong and it's a extremely unbalance card. 12 stars for a monster this weak... blah. You could give it at least a better effect and more creative one. BTW, OCG (Original Card Grammar) is average. Plus, if its said Ice, it maybe should be a WATER monster you know?
