I really think you tried to narrow it down. But you can Special Summon ANY Psychic Synchro with ease with this card. Sure you have to remove 2 lv4 psychics from your Deck, but thats from your Deck. ANY where from your Deck.

 

Thats what I have to say. And I did notice the Dark Tuner thing going on there. But you still got 8/10.

YOu ca summon a lot of synchro monster >.> easily. Also a lot of synchros can do devastating things so it doesn't really matter >_

Not really OP due to the fact that it can summon a synchro. You can easily stop a monster summon, and also there are many ways to easily summon a synchro.
