Back when I made cards, 99% of the 10/10's I got were from members who really didn't know what they were talking about at all. There were maybe 4 members whose opinions actually mattered.... As for OCG, go look at the OCG Thread (if that's still around? You can use wikia, it's a perfect source for OCG and so on, and to be frank with you, it's a matter of practice and reading real cards and you should be fine.
