Great in Dark World and Infernity. The fact that it's a tuner makes him even better.

The effect would have to be worded like this:

"You can increse this card's ATK by 400' date=' and its level by 1, any number of times during your turn, but [b']you must[/b] discard 1 card per increse of both ATK and level."

that would make it a cost. this card reads you can. it's in the wording
