Sky Scourge problem

This is a question I've gotten different answers on:

I Summon "Sky Scourge - Norleras" and use player

priority to activate his effect. Can I chain "Deck Devastation

Virus" to his effect and Tribute him for it before his

effect resolves?

when you use the player priority, you must activate the effect of the summoned monster, then the priority passes to your opponent, then he/she chooses if he/she activates a card answering your monster's summoning or effect, then the priority passes again to you to activate another card... it's something like this:

 

 

player A: summon "sky scourge - norleras" and declares prority, activating norleras's effect

player B: activates "bottomles trap hole" responding to norleras's summoning

player A: activates "deck devastation virus" and tributes norleras

 

chain resolves: DDV resolves first, then bottomless tries to resolves, but since norleras is not on the field it's effect is missed, then resolves norleras's effect, sendind all cards on the field and both hands to the grave, then player A draws a card...
