"When this card is Summoned send all Light monsters back to there owner's hand. If the monster battling this monster is Light, increase this card's Atk by 1000. When this card is destroyed remove all cards in your Graveyard from play."

i think it'd be something like this

and capitalized monster spells and traps on the trap card

Urgh -- OCG errors cover this landscape:

CARD NAME #1: "Satan's Cross-Destroyer" (Yeah, change it)

STATUS: DARK/Fiend

 

Effect: When this card is summoned, return all face-up LIGHT monsters on the field back to thier owners' hands. When this card battles a LIGHT monster, increase the ATK of this card by 1000 for Damage Calculation only. When this card is destroyed, remove all cards in your Graveyard from play.

 

It does wayyy too much. Remember that this card is just a Level 3 monster -- the effect can't be so turbulent as to throw off the game balance in a single phase. I recommend having his effect send only 1 face-up LIGHT monster on the field to his/her owner's hand, and getting rid of the last phrase (because that's crazy powerful for a lvl.3 monster). It would be worded as such:

 

"When this card is summoned, return 1 face-up LIGHT monster on the field to its respective owner's hand. When this card battles with a LIGHT monster, increase the ATK of this card by 1000 for Damage Calculation only."

 

CARD NAME #2: "Effect Seal" (sure)

STATUS: Regular Trap Card (it shouldn't be a Counter Trap)

 

Effect: This card can only be activated during the Battle Phase. Negate the effects of all monster, Spell, and Trap Cards (except this card) until the end of the Battle Phase.

 

I like it. It might be Limited if it were introduced into the TCG, but I like it.
