No one uses chains, and without them it's kind of random, but we should also keep in mind when it was made. Was it made when chain decks were booming or recently? Also, no matter how random, it is in fact useful. With or without chain decks, people still chain. How else are people supposed to save their asses? Pump up a Winged Dragon Guardian of the Fortress #2 with Axe of Despair and Malevolent Nuzzler? I don't think so. But it has a weakness, and that's the fact that nobody chains like they used to.
