Denegoth
Each time a Spell Card is activated, place 1 Babel Counter on this card. When the 25th Babel Counter is placed on this card, you win the Duel Edit: Better effect
Schitzofrenic
before you get the number of counters needed the game is already over. Deck is 40 cards normally 50/50 divided in monsters and spell/traps so minimal of 20 spells to 30 spells including the opponent. This card is then extremly UP, it is better then to beat him the old fashioned way

karatula3
I think it's better to use "Final Countdown" than this card. One is because Final Countdown CANNOT be stopped, once it's effect resolves and sent to the Graveyard, after 20 turns, you win the duel even if something happens to the Final Countdown card sent to the Grave whilst this card can be cleared off field with S/T destruction cards like BtMW, MST and plenty more. I think your should make it into an indistructable Spell Card to slightly boost its helpfulness. Two is because 15 spell cards is quiet alot, that this card would only help decks that focuses on continuous use of spell cards by using cards like "Gathering Your Mind" to get the counters to 14 which is risky because both players wouldn't be able to use Spell Cards, meaning that your Spell Spam theme deck would be in a pinch. I think it's better for the player who activates the 15th Spell to win the duel instead of losing the duel. Once you climb the Tower of Babel, you achieve something and that's to win the duel makes more logical sense than losing. :D
