Something to keep this card busy while waiting for the time that you have more cards than your opponent does. For a Level 12, 3500 ATK is quite low + the fact that it will only be a monster with 3500 ATK while your opponent has more cards in their Graveyard than you do. Also, the "Muscle effect" can only be used once since you'll be removing all cards in your Graveyard to use it. The chances of having more cards than your opponent in your Graveyard after that is none. Currently, you may be correct. All Level 12 could possibly be pure muscle.
