OCG errors.Here is the correct way to write the effect...I think.

This card cannot be Normal Summoned or Set.This card can only be Special Summoned by removing 3 FIRE Attribute monsters in your Graveyard from play.This card's ATK and DEF is equal to the number of FIRE Attribute monsters in your Graveyard x 500.

This card cannot be Normal Summoned or Set.This card cannot be Special Summoned except by removing from play 3 FIRE monsters in your Graveyard. This card's ATK and DEF is equal to the number of FIRE monsters in your Graveyard x 500.

 

However, this card's effect makes it very weak. This is what I would change it to make it more powerful.

 

This card cannot be Normal Summoned or Set.This card cannot be Special Summoned except by removing from play 3 FIRE monsters in your Graveyard. Once per turn, during your Standby Phase, you can remove from play 1 FIRE monster in your Graveyard. This card's ATK and DEF is equal to the number of removed from play FIRE monsters x 500.

 

That would justify its high summoning cost.
