I think what is meant by it being overpowered is that the conditions and effect are TOO good.

Firstly, it's a 4 star with 1800. That's fine. It's effect says that when it attacks a non-Virus Beast, you summon the monster to your field at the end of the damage step and increase its ATK by 1000.

Note that the conditions say NOTHING about destroying the monster in battle. Most monsters with effects that take control (Arcana Force VII-the Chariot, Brain Crusher, Red Eyes Zombie Dragon) say that the effect monster has to kill the monster to control it. But even those monsters have additional conditions. Arcana Force VII needs to have its Heads effect applied, Brain Crusher is a 7 star monster with subpar ATK, and Zombie Dragon only works on Zombies. This card only requires you to ATTACK the monster. In addition, it increases the ATK of the controlled monster by 1000.

There are no other conditions, such as the Virus Beast releasing the monster when it's destroyed, or the control taking place at a later time, or the controlled monster being destroyed at a certain time. That means you can have the Virus Beast attack a powerful monster (and deal 1000 damage for itself being destroyed in battle), then take control of that monster, boost its ATK by 1000, and attack with it since it's still the Battle Phase.

The card can easily be abused with cards like Mist Body and Twin Swords of Flashing Light or similar. Make it unable to die in battle and let it attack twice. Then attack two of your opponent's monsters, take control of them, boost their ATK by 1000 each and beat the heck out of your opponent.

This card would be the topdeck's dream late game, if they can afford a few lifepoints. It's like Snatch Steal but much, much better.
