My friends say tuners aren't normal-types, i think they are wrong. A non-effect Tuner has the same Vanilla color as a normal-type and no effect. So to put an end to this question, are Non-Effect Tuners considered Normal-Types as well. I ask this question because I'm not 100% sure about it.

Yes, tuners without effects are considered normal monsters.

Tuner Monsters are the first secondary Type of Normal Monsters, and the fifth secondary Type of Effect Monsters, like Union and Spirit Monsters. Subsequently, there are some Tuner Monsters which are Effect Monsters (e.g. Krebons, Blackwing - Gale the Whirlwind or Junk Synchron) and a few that are Normal Monsters (e.g. Water Spirit and Tune Warrior). As such, Tuning is NOT considered an effect, and cannot be negated with cards such as Skill Drain and Junk Synchron.

 

Answered. In short, Tuners can be both. If they don't do anything other than Tune and attack/defend, they're normal. Such an example is Tune Warrior.
