When either player takes battle damage, you may Special Summon 1 "Judge Man" from your hand or graveyard in face-up Attack Position. If there is more than 1 "Judge Man" on the field, remove 1 "Judge Man" on the field from the game. For each time a "Judge Man" was removed this way, the ATK of all monsters on your opponent's side of the field is decreased by 300. [spoiler=Broken Government][spoiler=Effect]If either player has more than 5000 Life Points, your opponent must pay 1000 Life Points during their Standby Phase to conduct their turn. If they cannot pay this cost, destroy this card. If this card is destroyed, your opponent's Life Points are now 3000. [spoiler=Recess][spoiler=Effect]Activate in response to your opponent drawing a card(s). Your opponent discards the cards he or she drew. Both players skip their next 2 Draw Phases and draw 1 additional card during the next available Draw Phase.
