The selected monster cannot attack or activate its effect(s) unless you control another face-up Attack Position Plant-Type monster.

 

Helps with the Synergy, benefits from the fallen ones, promotes lower leveled creatures, and keeps up with the theme of needing other plants to help out. hows that? :D
