Bengal
Necro Shogun Effect: While you control this face-up card, monsters cannot be removed from play from the Graveyard. Once per turn, during your Standby Phase, pick up, not draw, the top card of your Deck. If it is a Spell Card, place it face-up on your field (effect is not activated). If it is a Trap or Monster Card, send it to the Graveyard. When this card is selected as an attack target, you can return the Spell Card to your Deck to change the Battle Position of 1 face-up monster your opponent controls except the attacking monster. The Deck is then shuffled. *Please comment and rate*
ƬЦЯBӨƧƧ
Pretty good, but there's just 1 thing, a monster cannot have it's effect activated while Face Down. So 8.5/10.

Bengal
I understand that, but where does it say "face-down" in the effect? Am I missing something?

Kotaro
OCG looks good and the effect is creative and works well and is balanced. Pic is good but doesnt really go with the name. 9/
Bengal
Thanks Kotaro. I couldn't really think of a name, so the sword and the pile of skulls he is standing on led me to what it is.
