Not sure about the OCG this time.

-Card Effect-

 

Special Summon 1 Level 4 or lower monster from your Graveyard and equip it with this card. The monster equipped with this card cannot attack and cannot be destroyed by battle. The Special Summoned monster cannot be used in a Synchro Summon. If the Special Summoned monster is used as a Tribute to Tribute Summon a monster, half the ATK and DEF of 1 monster you control.[/align]

So basically it's like:

 

Duelist: I bring back BEWD with Angel of Force!

Other guy: DAMMIT

BEWD: Yes! I'm back! Wait, I can't move!

Duelist: BEWD cannot attack....

BEWD: Ass.

Duelist: But cannot be destroyed by your monsters.

BEWD: YES BRING IT jabroni!

Other guy: Lightning Vortex.

BEWD: NOOOOOOOOOOO!

Not really liking the card name. Not that it is of much importance. The card itself is very well balanced, I like the drawbacks you added to it. =]

I'm not entirely sure about that. I would replace that with the "equipped" monster seeing as it's an equip card.

I'm going to start thinking about cards based on how well they would fit into my main decks.

 

This card looks like Monster Reborn to me.

 

Morphtronic Celfon and Substitoad both run circles around this. Tributing for a Special Summon != Tributing for a Tribute Summon, condition averted.

 

Free Monster Reborn for Celfon to start bringing stuff up? YEAYUHZ.

 

I love it. I can't think of many Level 4 monsters that care about battling on their own, so the battle immunity is cool. Lightsworns could do some damage with it, too.

 

I dunno. I'm not in the greatest of rating moods, so I look to relativity as a secondary grading scale.
