~Wright~
Lore: When this card is Tribute Summoned, you can send 1 card from your hand to the Graveyard to select 1 Normal Spell Card from your Graveyard and activate it. If you activate this effect, this monster cannot attack this turn. During you or your opponent's turn, you can discard a card to increase the ATK of all monsters you control by 500, until the End Phase. Image credit goes to deviantart. fangride
This is really a souped up Magician's Spellbook in monster form. Still I like it, and the picture! 7/
ragnarok1945
effect reminds me of Magician's Spellbook, which makes it somewhat boring 7/
herbie
picture isn't fitting at all, doesnt really look like a monarchit's effect is only a little like all the other monarchsthe thing about monarchs is that their only effects activate when they hit the fieldand when they appear they greatly disadvantage your opponent (although kuraz is kind of an exception)you cant give any level 6 2400/1000 ATK/DEF the name monarch and expect it to stick, you gotta make it just like the others but in it's own way

Spire
I thought it was well balanced until I read the last effect. You could just keep discarding cards to power up your monsters. Discarding 1 card will increase it's ATK up to 2900, which is quite alot for only 1 tribute. Perhaps lower it's base ATK to around 2000.
Sephiroth_The_Legend
then it wouldnt be a monarchthat second effect is just un-monarch like.
herbie
agreedi'd say remove itit's first effect could make this an excellent card anywaysalthough monarchs have notoriously bland effects
