That's because I play 3 Soul Exchange. Raiza and Caius aren't very great with these. Thestalos is really the best monarch you can play here. Since you will tribute their monster they will probably activate their face down on him. Plus, everything is chainable in this meta so Raiza or Caius wouldn't hit very often. Most of the time, their face down is BTH or TT and with Thestalos I will still get 1 card from their hand. The point with Mobius is to also hit another face down with BTH, BoM or TT. I usually try to wait until I've activated Heavy Storm (when I can) to play him since my opponent will then start setting multiple S/T after seeing storm.
