I wouldn't have the effect at monsters with havoc counters can't attack, just say your opponent has to pay 500 LP for that monster with the counter to attack

effect is different...

and it is balanced...sort of. (not many monsters this powerful are destroyed by battle anymore)

In addition to what ragnarok suggested, you should probably make the summoning condition a little more difficult, too.

 

The idea doesn't seem to bad. (I've seen a couple similar ideas, though.)

Eww @ name holo and holo. But I am not supposed to be judgig graphics am I. The card seems pretty good. Make the summoning conditions more though. OCG needs work as well and you could have got a better pic.
