Looks pretty sweet, I'll have a proper look later on when I have time to do some research. =D

Edit: Okay, I've just looked it over, and you're paying quite a lot for the RAM and case I notice. Especially since it doesn't have a built in power supply. I presume you don't want/need a wireless card, but uh. Where's the graphics card?

Not bad.

Planning to use on-board video? Yup. I just need to run stuff like Call of Duty: Modern Warfare.

I'd still go for a graphics card. You'd be surprised the difference it makes... I've got some cheap graphics card in my PC and it surprisingly makes a pretty big difference...

Inbuilt graphics cards suck. It's a waste of money getting a processor that fast unless you're doing something that can take advantage of it without needing a decent graphics card.

If you want to play MW then you have to get a graphics card genius.

Also I suggest getting an Intel processor even if you have to pay a bit extra.

True; AMD's have been known for overheating things easily. Intel's are way more stable.

He MIGHT be able to play CoD4 on the lowest settings fine, but it'd still be a pretty crappy experience.

All the video cards you listed so far are fine for L4D and CoD4. Splinter Cell doesn't need so much. Unless you're planning to play the one that's coming out.

Buy a cheaper video card, try it, and if it isn't so great, just return it and buy another. It's not too difficult.
