Its too OP and to UP.

 

Its to OP because of the damage you deal your opponent and its UP because you lose the duel using it.

How can you use this card? It ends in a draw either way... Wait, no it wouldn't. You'd use it, win, and your end phase would never come.

Yeah, no one would ever lose with it unless it's activation were forced by a card effect.
