Of course because this card ends it's summon when you have 3 WATER monsters in your Graveyard. So the next effect doesn't take the priority because there is a summon need and an end to the summon request.

Just checked out this thread, I hope It's not bad to bring back threads alive? I thought about and I guess it should be "It cannot be Normal Summoned or Set", and it should be special summoned like DAD. I think it's effect is neat in a water deck, because it negates everything, and salvage helps gain back more water monsters. But I do think I should change it to you can discard any card to use it's effects.

Hmmmm, I like it, though cards mimicing closely to another card doesn't really show true creativity, though at least you didn't copy the same txt.

How about this.

 

"This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by having exactly 3 WATER monsters in your Graveyard. If you Special Summon this monster, you cannot Normal Summon or Set a monster during the same turn."

 

Amounts to the effect your wanted I believe. Also, this card would be able to negate its own destruction by Bottomless Trap Hole.
