Shinzuku
During your Standby Phase, change the battle position of one of your opponents monsters, if the selected monster is in the same battle position for 2 turns, destroy it. Once per turn, discard 1 card from your Hand to Special Summon 1 level 4 or lower WATER monster from your Graveyard in face-up defense position. Every other one of your Battle Phases, if this card declares an attack, decrease its ATK by 700, if this cards ATK falls to 0 due to the effect, destroy it and every card Special Summoned by its effect.
