The following is a set of rules, or changes to the game I've created, called the Neo Rules. You may add-on any or all of them to the game of Yu-Gi-Oh! for casual duels if you wish. With these rules, rarely played cards become easier to use, game mechanics make more sense, you're less likely to have a useless hand, and the overall game is more balanced. Just make sure your opponent agrees to using them and have fun.

Main Changes:

 

* RULE 1 (LIMITED & SEMI-LIMITED = FORBIDDEN) - All cards listed on the Limited and Semi-Limited lists are now on the Forbidden list.

 

* RULE 2 (CORES) - You are allowed to Normal Summon more than once per turn. Tributes are not required for Normal Summons, but you can still perform Tribute Summons. All players start off with 2 cores (counters) in their Core Pools at the beginning of the duel. During your Draw Phase, 2 cores are placed in your Core Pool and all cores in your Exhaust Pile are returned to your Core Pool. To place a card on the field you must place cores on it equal to its level (Spell and Trap Cards are considered level 1 for this). When a card is sent to the Graveyard or removed from play, any cores on it are placed in your Exhaust Pile. When a card is returned to your hand or Deck, any cores on it are returned to your Core Pool. When control of card shifts, the card's cores are returned to the controller's Core Pool and the new controller must place cores on it from their Core Pool equal to the amount of cores it had on it. For Tribute Summons, Fusion Summons, and Ritual Summons, the cores on the Material Monsters are placed on the summoned monster. Then, if there are more cores on the monster than its level, the excess cores are placed in your Exhaust Pile.

 

* RULE 3 (HEALTH) - Cores represent a card's health times 200. When a card is destroyed, it is considered damaged instead. The amount of damage dealt to it is the difference in points (1 core for every 200 points, rounded down). When a card has no cores on it, it is destroyed and sent to the Graveyard. Health cannot be recovered. To activate an effect that destroys or removes cards from play, you must exhaust cores from your Core Pool or the effect isn't activated. The damage dealt to the target(s) is equal to the amount of cores you exhausted times 200.

 

* RULE 4 (ATK VS DEF) - When you declare an attack with a monster, you compare your monster's ATK to the target's DEF no matter what Battle Position the target is in. The difference between ATK and DEF is subtracted from the appropriate player's Life Points as Battle Damage, but your opponent takes no Life Point damage if the target is in Defense Position.

 

* RULE 5 (UNHINDERED REVIVAL) - All monsters that were properly summoned to the field before can be Special Summoned from the Graveyard or removed from play via card effects.

 

* RULE 6 (EXTRA IN EXTRA DECK) - The following cards may be put into the Extra Deck:

Any "Assault Mode" Nomi monster

Any "LV" Nomi monster (except "Armed Dragon LV10")

Any Ritual monster

The following cards may also be placed in the Extra Deck, but can only be summoned during your Main Phase by discarding 1 card from your hand or during your Standby Phase at no cost:

* RULE 7 (FUSING AND TRANSFORMING) - This rule applies to Fusion Monsters and monsters that transform into other monsters. Material Monsters used to summon this monster are permanently removed from the game, are not applied to any effects that involve the Removed From Play Pile, and cannot be removed from this zone by any card effects except cards that revert the monster to its original form. If the monster is returned to the hand or Deck while it is on the field, the Material Monsters that were removed are returned to your hand or Deck respectively.

 

* RULE 8 (FUSION RELEASE) - Fusion Monsters that have no effect and have an ATK less than 3000 can be placed in the normal Deck and treated as Normal Monsters.

 

* RULE 9 (NON-POLY FUSIONS) - Non-Poly Fusion Monsters can use Fusion Material Monsters from the hand or field as long as at least 1 of them is on the field. When a Non-Poly Fusion Monster would be removed from the field, it is returned to the Extra Deck and the Fusion Material Monsters used to summon it go to where it would go instead.

 

* RULE 10 (BURN BLOCK) - When a card effect that would inflict Effect Damage to you is activated, you may have one of your monsters take the damage instead and/or exhaust cores from your Core Pool to reduce the damage by the amount of exhausted cores time 200. Any excess damage is inflicted to your Life Points.

 

* RULE 11 (ONE FORBIDDEN) - You may place one card in your Deck that is on the Forbidden List.

 

 

Specific Card Changes:

 

* GATE GUARDIAN - "Gate Guardian" is a fusion monster. Its fusion materials are "Sanga of the Thunder", "Kazejin", and "Suijin".

 

* GUARDIAN MONSTERS - The "Guardian" monsters: "Baou", "Ceal", "Elma", "Grarl", "Kay'est", and "Tryce", have their first effects changed from "This card can only be Normal Summoned, Flip Summoned, or Special Summoned when there is a '(specific equip card)' on your side of the field" to "This card cannot declare an attack unless it is equipped with '(specific equip card)'."

 

* MOTHS - "Petit Moth" equipped with "Cocoon of Evolution" can be tributed during either Standby Phase, during your turn, or when it is destroyed, to Special Summon the following monsters if the required amount of Standby Phases have passed since it was equipped with "Cocoon of Evolution":

o "Larvae Moth" - 1 Standby Phase

o "Great Moth" - 2 Standby Phases

o "Perfectly Ultimate Great Moth" - 3 Standby Phases

 

* OBELISK THE TORMENTOR - This card is on the Forbidden List and its effect reads "You must Tribute 3 monsters to Normal Summon this card (you cannot Set this card). The Normal Summon of this card cannotbe negated. When this card is Normal Summoned, Spells, Traps, and Effect Monster effects cannot be activated. This card cannot be targeted by the effects of Spells, Traps, or Effect Monsters. If this card is Special Summoned, it is sent to the Graveyard during the End Phase. You can Tribute 2 monsters to destroy all monsters your opponent controls. This card cannot declare an attack the turn this effect is activated."

 

* REACTORS - "Trap Reactor-Y FI" and "Spell Reactor-RE" can be sent from the hand or field for the effect of "Summon Reactor-SK".

 

* SLIFER THE SKY DRAGON - This card is on the Forbidden List and its effect reads "You must Tribute 3 monsters to Normal Summon this card (you cannot Set this card). The Normal Summon of this card cannot be negated. When this card is Normal Summoned, Spells, Traps, and Effect Monster effects cannot be activated. This card cannot be targeted by the effects of Spells, Traps, or Effect Monsters. If this card is Special Summoned, it is sent to the Graveyard during the End Phase. The ATK and DEF of this card becomes the number of cards in your Hand × 1000. When your opponent Normal Summons or Flip Summons a monster with an ATK or DEF of 2000 or less, destroy that monster."

 

* THE WINGED DRAGON OF RA - This card is on the Forbidden List and its effect reads "You must Tribute 3 monsters to Normal Summon this card (you cannot Set this card). The Normal Summon of this card cannot be negated. When this card is Normal Summoned, Spells, Traps, and Effect Monster effects cannot be activated. This card cannot be targeted by the effects of Spells, Traps, or Effect Monsters. If this card is Special Summoned, it is sent to the Graveyard during the End Phase. The ATK and DEF of this card becomes the sum of the respective ATK and DEF values of the monsters you Tributed for the Tribute Summon of this card. You can Pay 1000 Life Points to destroy one monster on the Field and remove it from play. You can Pay all but 100 Life Points, and increase ATK and DEF by the amount of Life Points paid."

 

* WALL SHADOW - "Wall Shadow" is a Fusion Monster. Its Fusion Materials are "Shadow Ghoul" and "Labyrinth Wall".

 

* WATER DRAGON - "Hydrogeddon" and "Oxygeddon" can be sent from the hand or field for the effect of "Bonding - H2O".

 

* VALKYRION THE MAGNA WARRIOR - "Valkyrion the Magna Warrior" is a Non-Poly Fusion Monster. Its Fusion Materials are "Alpha the Magnet Warrior", "Beta the Magnet Warrior", and "Gamma the Magnet Warrior". During your Main Phase, if this card wasn't summoned this turn, you may return it to your Extra Deck to Special Summon the Fusion Material Monsters to your field.

 

* VENOM COUNTERS - When a "Venom Counter" would be placed on a card, the card has a core exhausted instead.

 

* VWXYZ - This rule applies to any Fusion Monsters that list any of the following monsters as Fusion Material Monsters: "V-Tiger Jet", "W-Wing Catapult", "X-Head Cannon", "Y-Dragon Head", or "Z-Metal Tank". During your Main Phase, if this card wasn't summoned this turn, you may return it to your Extra Deck to Special Summon the Fusion Material Monsters to your field.

 

 

FAQ:

 

* Nomi Monsters - A Nomi Monster is a monster that "cannot be Normal Summoned or Set and cannot be Special Summoned except" by a certain method.

 

* Non-Poly Fusions - A Non-Poly Fusion Monster is a Fusion Monster that doesn't require "Polymerization" to be summoned. It is summoned by removing its Fusion Materials from the field from play.

Far too many rule changes. Things like this hardly ever work out for YGO. And I seem to remember locking a thread like this a while back.
