I think that's a bit better OCG.

Picture is great, very nice indeed. The effect is like Raigeki, but with a drawback, so I guess it's a bit more balanced, if not completely balanced. I'm not sure, so I'll give it a 8/10

nice work. although seeing as your discarding 2, then removing, you can remove the same cards you discarded. its still a bit on the op side. but for a newbie, this is VERY good. i wouldnt make it a quickplay just to balance it that little bit more.

overall this is very good.

problem is then you can simply remove the 2 cards you just discarded from play, and that would make it OPed. You should change the effect so that you can't remove the 2 cards you just discarded from play

 

Also this works better as a trap

Change the effect to this.

 

Remove 2 cards in your hand from play and 2 cards in your Graveyard. Destroy all monsters your opponent controls.

 

Makes it so can't remove the cards you discarded...
