Also, this is just crazy me, but you could actually afford to make it DIVINE-attribute, since the attribute changes. Don't keep it light, though, there are already 2 LIGHT Monarchs. The "Monarchs" are also kinda big on ATK power (2400 ain't small). And stopping him from attacking for a turn is basically killing your monster (though it IS in tribute for 2 draws and the destruction of 2 cards...
