But, if the government is not that small, making a group out of it would be silly, and two groups would comprise an insufficient amount of people, so no groups form. Out come group regulations! But, if a government is a single group, it has a higher chance of increasing, so it will reach the point of losing group regulations anyway. Short, small governments are good (to me).
