[spoiler=Effect]This card cannot be Special Summoned or Set. This card can only be Normal Summoned by Tributing 2 monsters you control when a monster attacks. Whenever a monster attacks, put 1 Punishment Counter on that monster (Max 3.) Monsters with Punishment Counters on them lose 200 ATK and DEF for each Punishment Counter on them. When a monster with a Punishment Counter on them attacks, that monster cannot attack for an amount of turns equal to the amount of Punishment Counters on them. When a monster has 3 Punishment Counters on them, put 1 Condemnation Counter on it. Monsters with Condemnation Counters on them are removed from play during the End Phase. Whenever a Punishment Counter or Condemnation Counter is put on a monster, put 1 Cruel Justice Counter on this card (Max 3.) This card gains 200 ATK for each Cruel Justice Counter on it. When a monster attacks, you can remove any amount of Cruel Justice Counters on this card to put extra Punishment Counters on the attacking card equal to the amount of Cruel Justice Counters you removed. Cruel Justice Counters are not put on this card at this time. Punishment Counters and Condemnation Counters cannot be put on this card. During your End Phase, if this card does not have a Cruel Justice Counter on it, reduce this card's ATK and DEF to 0 until your opponent's next End Phase.

...You use 3 different types of counters. There's GOT to be an easier way... in fact, there is. Instead of putting a Condemnation Counter on a monster, just remove it from play. Then change the effect to "Whenever a monster has 3 Condemnation Counters on it, remove that monster from play... Whenever you place a Condemnation Counter on a monster or remove a monster from play with this card's effect, increase the ATK of this card by 200."

 

That would make it easier on all of us. After all, it's not like anybody used "Counter Cleaner" or anything, so you should be safe.

 

The way I see this card's use:

1) Your opponent attacks you (you've got 2 monsters)

2) You tribute your monsters and summon this guy. Triggers a replay. Your opponent, who shouldn't be stupid, decides not to screw himself over.

3) You get 1 turn. If you can save yourself, congrats. If you can't, sucks. "Cruel Justice's" ATK & DEF go down to 0.

4) Your opponent attacks you next turn, probably putting a Condemnation Counter on their weakest monster.

 

Conclusion: You stalled for a turn at the cost of 2 monsters. Not a bad idea. But if that's the idea behind this card, you might as well just have the first effect. It's the only part that will really affect any of the gameplay, unless a) Your opponent is an idiot, or b) Your opponent is from the anime (see option a).

 

Though the change of pace on this thread is nice; it's good to see a complex card every once in a while. I also recommend changing the picture. Your guy looks like he made it through a trash compactor.

now that is interesting. very unique effect. no ocg errors as far as i can see....

but i have to agree with Leturn Master on this one. its effect isnt really playable and causes massive disadvantage. although its really awesome looking and everything, trying to pull it off sucessfully would be quite the challenge. Nice job regardless.
