I smell alot of playable combos

Its good for a Monarch deck.

 

Get a monarch in the grave and use it as food to macro out one. : >

Besides, Its better than foolish burial imo.

quite impressive of an effect, a little bland, but useful

 

and since it has only 1500 atk anyway there's no need to add in the drawback
