Just because certain Dragon-Type monsters are criminal offenders doesn't mean being a Dragon-Type monster is a criminal offense.

There's really no need for this card, dragons aren't even top tier. And if they were, this card would just kill them and would be annoying to get rid of...I would rather hurt Blackwings even more, hehe ;)
