A Synchro Monster... That's Also a Tuner

[spoiler=Lore]"Deep Sea Diva" + 1 or more non-Tuner monsters

You can remove from play 1 or more WATER monsters from the field whose total Level is equal to 4 to Special Summon this card from your Graveyard. If this card is Summoned by this effect, remove it from play when it's removed from the field. This card's Level is not reduced by the effect of "A Legendary Ocean." When this card is Summoned, return 1 random card in your opponent's hand to the top of their Deck, and Special Summon 1 Level 4 or lower WATER monster from your Graveyard. (You can use it for a Synchro Summon as if it were a non-Tuner monster.) If this card is used for a Synchro Summon, negate the effect of the Summoned monster.

Well, I'll list off what I feel wrong about this card, and what I appreciate. Ya know, pros and cons.

Pro= A Synchro Tuner, about time someone started to appreciate the idea.

Pro= A Level 4 "Brionac" Summoned by "Deepsea Diva". Very nice.

Con= I feel a little awkward about a lot of the OCG, mostly the stuff in parentheses....

Pro= Amazing pic.

Neutral= I like the name, but I think it'd be cooler if it had been "Daija, Serpent of the Ice Barrier."

Pro= This would be seen as a Generic for almost any Deck, but it'd definately prefer WATER.

Con= Statistics. The ATK could be at least 1800. The DEF could be about 800.

Con= It's very OP'd in about a section. If you play him, you return 1 card in your opponent's hand to the top of their Deck, then you can Synchro him with the other monster to play a Level 8. Anyone sensing "Stardust" abuse? Possibly something stronger?

Con= Any card returned from the field to the hand is returned to the top of the Deck?! Very abusable if you play "Brionac".

Con= Only Level 3? To Special Summon him from the Graveyard?! Way too abusable. After you do that, you just get to return another card, then you can play Multiple Synchros in one turn, depending on how many WATER monsters are in the Graveyard.

 

No offense, but I think there are just a little too many Cons over the Pros. <.<

and you needed to state WHERE to remove from play that WATER monster

the line should be

 

If this card is in your Graveyard, you can remove from play WATER monsters in your Graveyard whose combined Levels equal 3 to Special Summon this card. etc...

Yeah... it's supposed to add a large amount of speed... I'm thinking of adding this.

If this card is used for a Synchro Summon, destroy the Summoned monster during the End Phase, and take damage equal to its ATK.

or...

If this card is used for a Synchro Summon, negate the effect of the Summoned monster.

Which do you like better? That would get rid of the brionac problem.

That's pretty much the point of the card.. XD but I didn't find a way to balance it.
