The image is great, the name is OK.

Set ID is almost correct- just put EN instead of CZ.

The effect isn't particularly original, but it's certainly useful.

As for the balance, the card is OP'd. Not only it has 1900 ATK, but it can increase one monster's ATK by 400. And not only that- it can decrease opponent's monster's ATK and DEF by 500 in case it gets destroyed. To balance things, I'd make it a Level 5 monster.
