good pic, i think the only ocg i see is that u need to change the last sentence to this "Once per turn you can discard 1 Light monster from your hand so that this card can attack twice during the same Battle Phase."

 

this may have minor ocg but i think it should help a bit, and Lugia is the Guardian of the sea, but it is your card, u can do it the way u want. 8/10

They don't have any cards like this in the TCG or OCG, so I'm not sure how to word it.

8.5/10 Change it to what Byak said, and it should be perfectr, though I think you should have, gave it a longer effect. Another thing which has nothing to do with yu-gi-oh, Lugia is the Gaurdian of the sea. Ho-oh is the Gaurdian of the Sky, which could have been "legend of the sky" as well. Doesnt have anything to do with it, but it may help.
