Ok this a remix of the Naruto timeline

[spoiler=Plot] 1 year before the attack of the akatsuki Naruto and the others figured out about the asault planned by the Akatsuki.Kakashi,Naruto,Sakura and the others spread out and warned all the Jinchuuriki. When the akatsuki finally attacked the Jinchuriki were ready and destroyed the Akatsuki.(Exept Tobi)As the Jinchuuriki celerbrated there victory over the Akatsuki terrible news reached them.All the villages declared war on each other for greed purposes. After 3 years of destruction and mayhem the villages made a agreement that only the Jinchuriki along with a team of elite ninjas can only fight in the war. Now its up to us. Who's going to win?

Bio: Ken had been born in the leaf village while there learning quite a few genjutsu through the copy ability of his sharingan after it had activated. Ken had killed his twin brother at the age of 15 soon after leaving the village. Ken had joined Gaara soon afterwards and since had unlocked the powers of his mangekyo, using them very rarely. Ken usually uses his Kusanagi Sword but sometimes uses a variety of ninja tools and Chakra Enhanced Trench Knives along with a giant black shuriken. Ken usually stays back out of sight quite bored and usually only closes in near the others when there is a chance of a fight, which may lighten his mood.

Pesonality: Cold, terse, intolerant of stupidity, prone to biting insults against those he refers to as "useless dolts".

Same face as picture; similarities end there. Wears all black stealth fatigues & a dark Camo flak jacket. Saizo wears no headband, his village represented by symbols etched on the saya and handle of each of his swords (see Weapons).

 

Clan/Kekkai Genkai: Uchiha; Sharingan (3rd Tomoe)

 

Jutsu element: Natural element Fire; trained in use of all other elements, particularly Wind

 

Jutsu List: All Uchiha-style Fire techniques (Great Fireball, Phoenix Flame, Dragon Flame, etc.)

Bio: When Itachi agreed to wipe out the Uchiha, Danzo gave him one other order: Take one Uchiha child and provide him to Danzo as an apprentice, as Danzo was "collecting" children from major clans to bolster Root. Itachi selected Saizo, the only child of an Uchiha Jonin father and a civilian mother. Saizo was raised by Danzo as an apprentice, designed to be the perfect ninja: intelligent, composed, and unsentimental. Saizo possessed a natural talent for kenjutsu (sword combat), and Danzo allowed this talent to flourish, leading to Saizo taking a Katana and Ninjato as his signature weapons. Saizo's childhood was brutal and relatively short; Danzo had him thinking and acting like an adult by 12, and beat any semblance of childishness out of him with agony-inducing nerve techniques most reserve for interrogation of foreign shinobi. Saizo was selected for Naruto's squad as a counter to the possibility of Sasuke taking to the battlefield, as well as for his other obvious merits- intelligence, stealth, and an unparalleled aptitude for swift dismemberment.

Pesonality: Ryou would best be described as easy-going, fight-loving and headstrong. He will never back down from a challenge, and fights to protect his friends. His prowess on the battlefield is second only to extremely high-calibur ninja, but off the battle field he acts goofy and lazy. He's very respectful, usually addressing Naruto as 'sempai', and has an appetite nearly equal to Naruto's. At night, he puts on a black headband over his eyes, though it is unknown why. He is also extremely strong, possessing power equal to Sakura at the beginning of Shippuden.

[spoiler=Bio:] In case you're wondering, no, the Kaguya are not extinct. The clan that was decimated by Kirigakure did not contain all of the members of the Kaguya. Ryou's parents, along with his aunt and uncle, were unhappy with the way the clan was going, so they defected when he was 4 and sailed to the Land of the Moon, where they traveled to Getsugakure, where they flourished. There he grew up a prodigy, becoming a chuunin at age 7, the exam just before Naruto and the others', and jounin at 12, and was known across the village as 'The Kakashi Hatake of Getsuga.' He showed proficiency in Raiton jutsu, this, along with his Kekkei Genkai, made him a fearsome ninja. Unfortunately, he was abducted by a mad scientist, An agent of Orochimaru, who sealed a demon made of pure darkness inside of him, giving him the ability to use Meiton jutsu. When he heard of the war that was going to go down, he eagerly went to Konoha to prove that Getsugakure was good enough to be a respected country. There he was chosen to be a five-man team containing Uzumaki Naruto, Uchiha Saizo, Hyuuga Kiyoshi and others.

Q: Are the lower-tailed Jinchuuriki allowed to have stronger teams for the purposes of balance against higher-tailed Jinchuuriki?

NO

and anbu leader is Gaara and all apps accepted and everyone else

ps-only three per jinchuriki for teams.
