OCG corrected: Activate only while you control a Dragon-Type "Envoy" monster with 2500 or more ATK. It's Continuous because you can just keep on activating it over and over...But only if you have a monster with 2500 ATK or more but it'd be hard since all their ATK is decreased by 1000.
