This one is a bit more, complicated, if you will. Tribute Summons are still applied, meaning, if you have a level 7 monster, you still have to Tribute 2 monsters to Summon it, even though it is considered a Level 0 by this card's effect. Complicated and hard, I know. I might've hit my head to hard.

 

Note, don't mention that little space infront of 'When' on the card. the Card Maker does not accept the dot, so...

Pretty much everything that everyone else has said. The most likely Deck type to use this against would be a general DARK deck. They usually rely on Attribute, for example, the already mentioned Allure of Darkness.
