This card will not be banned, it cannot be special summoned for it to gain the ability, and needs a naturia as a tribute for it to gain the ability. Overall, it is an archetype-specific lockdown, which might raise naturias to like, tier 3 maybe, I don't know, but anyways, this is a brilliant card, but isn't as broken as certain dragons that special summon themselves, you know who I am talking about. It's easy to swing over with cards like Cyber Dragon or Synchros, so it can't create a full lockdown on its own, whereas Horus 8 and Jinzo/Decree are hard to get rid of if you can't get some good monster effects to deal with them. The specific tribute and low attack is what sort of balances it, but just add something like Mist Body and your opponent will have to use monster effects, and you can protect it with your own, unhindered, spells and traps.
