well here is a random card i made, I like it and think it turned out well

LOre - When this card is Normal Summoned or Set pay 500 Life Points. This card can be Special Summoned from your hand when your opponent Special Summons a monster. When this card is used as a Synchro Material monster, you can remove this card from play to destroy 1 face-up monster on the field. when this card is removed from play your opponent can draw 1 card. This card cannot be returned to your hand, Deck or Graveyard.

2nd to last sentence you should say your opponent MUST draw 1 card from his/her Deck when you remove this card from play

 

other than that it looks fine for balance, so I'll give this 8.6/10
