you'll need a max counter limit for this

 

for the monster destruction effect, you should also limit that to once per turn. Yes it's not likely you can actually use it more than once per turn, but still

And, I think you will rarely use her effect: not only you must Tribute 2 monster to Normal Summon her and get 2 instant Counters, but also you require a lot of Counters for an effective protection. I fear that at the moment a Lvl 8 monster appears, she won't have enough Counters to destroy it, or your opponent may simply attack with a weaker monster with more than 1500 ATK before to remove the Counters and then hit you with his/her beatstick.

Yep, I knew that was an Ice Barrier all along. And I was expecting an Ice Barrier.

 

Well, removing counters equal to Level makes it balanced, 10/10
