Is this card too underpowered?

I made this card on a whim, but i think it may be a little too weak. Is it fine, or should I change it?

 

 

During your turn, this card's original ATK is 2000. During your opponent's turn, this card's atack is 3000. During your End Phase, you can deal damage to your opponent equal to half the original Attack of this card. If you do so, this card's effects are negated until your next End Phase after the activation of this effect.

Okay so 1st the original ATK is whatever ATK is shown on the card. So in that case it is underpowered if you take the 2000 ATK away. But if not, way too overpowered.

I thought it was going to be a FIRE attribute

 

3000 is too much since this is only a lv5 monster, so I'd make it no more than 2500

 

a 1000 burn to your opponent is reasonable though, so this card gets 8.1/10

Well, to be exact it's a Solar Flare Dragon evolution that can attack, and transformes into BEWD during your opponent's turn, making it invincible against many monsters. OP'ed, in fact.
